Each level assigned a task must be provided with the authority, personnel and resources needed to carry it out. Delegating authority without sufficient resources or clearly defined responsibilities can easily lead to delays and buck-passing, particularly at the grassroots level.

Four orientations demonstrate shift in Vietnam’s development thinking: Chinese scholar
The most notable change is Vietnam’s transition from “organisational restructuring” to “improving governance effectiveness.” Previously, reforms focused on streamlining the apparatus and reducing intermediary levels. With organisational reforms largely completed, the more important task is now to ensure the new system operates more effectively, according to Professor Qu Qiang from Minzu University of China.
Indicators of success in streamlining State apparatus
More than a year after Vietnam embarked on its sweeping administrative restructuring, the country's governance system has undergone significant changes. The administrative apparatus at all levels has been streamlined, intermediate layers reduced, and the functions, responsibilities and authority of state agencies gradually clarified. Greater decentralisation has also strengthened the role of grassroots authorities.
