Determined to successfully implement the Resolution of the 14th National Party Congress, building a peaceful, independent, democratic, prosperous, civilized, and happy country, steadfastly advancing toward socialism
On the afternoon of January 23, after five days of urgent, serious, and scientific work, the 14th National Congress of the Communist Party of Vietnam concluded with great success. General Secretary To Lam delivered the closing speech of the Congress. The People’s Deputies Newspaper respectfully introduces the full text of the closing speech.

Dear comrades, compatriots, officers and soldiers nationwide, and Vietnamese people living abroad,
After five days of urgent, serious, and scientific work under the motto “Unity – Democracy – Discipline – Breakthrough – Development”, with a high sense of responsibility before the Party, the People, and the country, the 14th National Congress of the Communist Party of Vietnam has achieved great success, marking a new milestone in the history of the Communist Party of Vietnam and the heroic history of the Vietnamese nation.
On behalf of the Presidium of the Congress and the 14th Party Central Committee, I would like to sincerely thank all delegates for upholding the highest sense of responsibility as Party members and Congress representatives, and for contributing profound, dedicated, intellectual, and candid opinions to the Congress’s agenda.
The Congress reached a high consensus and adopted the documents submitted by the 13th Party Central Committee. The Congress elected the 14th Party Central Committee consisting of 200 members, including 180 official members and 20 alternate members, representing more than 5.6 million Party members. These comrades possess the necessary qualities, ethics, prestige, capacity, and qualifications to shoulder important responsibilities before the Party and the People in the new term — a term that marks the beginning of the nation’s era of rise.
Dear comrades, compatriots, and distinguished guests,
Looking back at the process of preparation, discussion, and decision-making at the Congress, we can affirm that the documents adopted at the 14th National Party Congress truly represent the crystallization of the intelligence, will, innovative thinking, aspiration for development, and strong determination of the entire Party, people, and armed forces in building, developing, and defending socialist Vietnam.
The documents contain many new and breakthrough points; fully absorb valuable contributions from the entire Party and all social strata; and demonstrate the democratic nature, dedication, openness, and willingness to listen, based on the thoughts and aspirations of the people, relying on the people to build the Party.
The Congress documents set out major and important tasks that are both urgent and strategic in the long term; reflecting the unified will of the entire Party, people, and armed forces; and expressing determination to achieve the noble goals stated in the Political Report:
“Safeguard a peaceful and stable environment; rapidly and sustainably develop the country and firmly protect the Fatherland; comprehensively improve the people’s living standards and quality of life; strengthen strategic autonomy, self-reliance, and confidence to advance strongly in the nation’s new era; successfully achieve the goal of becoming a developing country with modern industry and upper-middle income by 2030; realize the vision of becoming a developed, high-income country by 2045, for a Vietnam that is peaceful, independent, democratic, prosperous, flourishing, civilized, and happy, steadily advancing toward socialism.”
The overarching spirit of the 14th Party Congress term is: strategic autonomy, seizing opportunities, joining hands in solidarity, overcoming all challenges, and strongly awakening the aspiration for development; transforming will into action, resolutions into concrete results; saying what we do, acting immediately, acting correctly, acting decisively, following through to the end, and achieving effectiveness.
The Congress discussed and adopted major policies, orientations, key tasks, and strategic breakthroughs to rapidly and sustainably develop the country and firmly defend socialist Vietnam in the new context.
In particular, it identified that: socio-economic development and environmental protection are central; Party building is the key factor; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are vital and regular tasks. Breakthrough development in science and technology, innovation, and national digital transformation is the central driving force of development.
The Congress emphasized the requirement that, while remaining steadfast on matters of principle, the country must stay closely connected to reality and continuously innovate and reform in order to achieve rapid and sustainable development.
The spirit of “steadfastness” represents political resilience, continuity with historical traditions and lessons from the renewal process, and the Party’s strong commitment that, under any circumstances, it will remain steadfast in the goal of national independence associated with socialism; steadfast in the path of self-reliance, autonomy, and resilience; always placing national interests and the interests of the Vietnamese people above all else and first and foremost; and placing the people’s prosperity and happiness at the center.
The spirit of “innovation” is a requirement of the times. Without innovation and reform, it is impossible to make breakthroughs, compete, or develop. We must continue to renew our thinking, development model, growth model, and methods of implementation so that correct guidelines become concrete outcomes in people’s lives.
The Congress once again affirmed the truth that: the Party’s leadership is the decisive factor behind all victories of the Vietnamese revolution; the Party’s renewal policy is correct, creative, and consistent with objective laws.
The Congress stressed the need to strengthen Party building and rectification and develop a comprehensively clean and strong political system; enhance the Party’s leadership capacity, governing capability, and combat strength; build, train, foster, and cultivate a contingent of cadres with sufficient virtue, ability, and talent; deeply embrace the viewpoint that “the people are the root”; maintain and strengthen the close bond between the Party and the people; and take the happiness and satisfaction of the people as the measure of effectiveness for Party organizations and the entire political system.
With strategic vision, the Congress assigned the 14th Party Central Committee to conduct a review of 40 years implementing the Platform on national construction during the transition toward socialism; review 100 years of the leadership of the Communist Party of Vietnam over the Vietnamese revolution (1930–2030); and set orientations for leading national development over the following 100 years (2030–2130).
The Congress called for focusing on implementing the Resolution in an action-oriented manner, ensuring substantive effectiveness, and overcoming the weakness of “implementation as the weakest link.” The spirit of action must be concretized into specific solutions and seriously carried out throughout the entire system:
Each Party committee, Party organization, Party member, agency, and unit — especially leaders — must proactively shift from “correct awareness” to “effective implementation”; from “high determination” to “clear results”; combining “direction and management” with “inspection, supervision, and accountability.”
The Congress requested Party organizations at all levels to urgently study, disseminate, institutionalize, concretize, and comprehensively and effectively implement the contents of the Congress documents; mobilize all resources, unlock all driving forces, promote the strength of national unity, and successfully realize the goals and tasks set by the Congress.
The earlier the beginning of the term, the more urgently, decisively, firmly, and thoroughly the work must be carried out, so that every resolution and every action program quickly enters life, becomes a driving force for development, and becomes a source of pride for the people.
The Congress assigned the 14th Party Central Committee to lead the entire Party, people, and armed forces in successfully implementing the Resolution of the Congress.
The Congress believes that, with the great responsibility and honor before the Party, the People, and the country, the 14th Party Central Committee will maintain high unity; devote itself wholeheartedly to serving the Fatherland and the people; continuously innovate and create; and that each Central Committee member will uphold exemplary responsibility, preserve integrity, continuously cultivate and improve themselves, set an example in studying and following the ideology, morality, and style of the great President Hồ Chí Minh; constantly enhance political courage and professional capacity; and devote all efforts to fulfilling assigned tasks, joining hands with the entire Party, people, and armed forces to successfully implement the Resolution of the Congress.

The Congress warmly welcomes and sincerely thanks Party committees and organizations at all levels; revolutionary veterans; National Assembly deputies; the Vietnam Fatherland Front and socio-political organizations; all cadres, Party members, workers, farmers, entrepreneurs, intellectuals, armed forces, people nationwide, and Vietnamese communities abroad for their enthusiastic and responsible participation and valuable contributions to the Congress documents, making an important contribution to the success of the Congress.
The Congress respectfully acknowledges and highly appreciates the great contributions and dedication of members of the 13th Party Central Committee, Politburo, and Secretariat who have successfully completed their duties and are not standing for re-election. We wish them good health, happiness, and continued contributions of their dedication, wisdom, capabilities, and experience to the glorious cause of the Party and the nation.
The Congress sincerely thanks political parties, organizations, and international friends who attended the opening and closing ceremonies, sent congratulatory messages and letters, and extended friendship, solidarity, and goodwill toward the Communist Party of Vietnam, the Vietnamese people, and Vietnam.
The Congress affirmed that Vietnam remains steadfast and consistent in pursuing an independent, self-reliant, peaceful, friendly, cooperative, and development-oriented foreign policy; being a friend, a trusted partner, and an active and responsible member of the international community; ready to strengthen cooperation with countries and partners to jointly build peace, reinforce stability, expand cooperation, and share prosperity for a sustainable future of the region and the world.
Dear comrades, dear Congress,
The great success of the 14th National Party Congress demonstrates the country’s new confidence, will, determination, and development vision.
With the unity and determination demonstrated at the Congress; with major decisions adopted; with the unified will and action of the entire Party; and with the strength of the people and the great national unity bloc, we are determined to successfully implement the Resolution of the 14th National Party Congress, building Vietnam into a peaceful, independent, democratic, prosperous, flourishing, civilized, and happy country, steadily advancing toward socialism.
The Congress calls on the entire Party, people, armed forces nationwide, and Vietnamese people abroad to promote the highest spirit of patriotism, civic responsibility, and aspiration for development.
Every agency, organization, unit, and individual should begin with the most concrete tasks, contributing to making the country increasingly developed; bringing greater prosperity and happiness to the people every day; and making Vietnam stronger every day, standing shoulder to shoulder with the powers of the five continents as President Hồ Chí Minh always wished.
