One year of operating the three-tier government model: Success is measured by the people's trust
In marking one year since Viet Nam began operating its three-tier system of government, The People’s Deputies Newspaper spoke with Ms. Ramla Khalidi, Resident Representative of the United Nations Development Programme (UNDP) in Viet Nam, about the reform’s initial achievements, the challenges that have emerged, and the conditions needed to ensure its long-term effectiveness and sustainability.

Localities propose reforms to improve three-tier administration model
A Hanoi official called for further decentralisation to commune-level authorities in line with resource allocation, continued streamlining of organisational structures to eliminate unnecessary intermediary layers, further refining the Party organisations’ model to align with the state administrative system, greater autonomy for non-business public service units, and wider participation of businesses and social organisations in delivering suitable public services.

The Party and State leader described the restructuring as a broad, complex and far-reaching reform affecting almost every agency and public servant from the central to grassroots levels. While praising the significant initial achievements, he stressed that the results marked only the beginning and warned against complacency.

The dispatch states that in implementing Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee on the 2026–2030 socio-economic development plan, national finance, public debt management and medium-term public investment, linked to the goal of achieving double-digit economic growth, the Government on April 29 issued 11 resolutions on cutting, decentralising and simplifying administrative procedures, business conditions, and conditional business lines. The Prime Minister subsequently directed ministries, agencies and localities to implement these resolutions.

The reform has already covered an enormous volume of work across a vast scope under demanding conditions but success in restructuring doesn’t automatically mean success in operations. The priority now is to shift from completing organisational redesign to ensuring effective functioning, from stabilising structures to improving governance quality, and from assigning responsibilities to guaranteeing real capacity.
