Dear Party members and compatriots,

Today, in the joyful and proud atmosphere celebrating the 96th anniversary of the glorious founding of the Communist Party of Vietnam, as the entire Party, people and armed forces enthusiastically celebrate the great success of the 14th National Party Congress, we solemnly hold the 2026 Ceremony honoring outstanding Party cell secretaries and presenting the 10th National Press Award for Party Building – the “Golden Hammer and Sickle” Award.

On behalf of the Party and State leadership, I extend my warm regards and best New Year wishes to Party and State leaders and former leaders, distinguished delegates, outstanding Party cell secretaries, members of the press corps, Party members and all compatriots.

Dear comrades and compatriots,

On February 3, 1930, the Communist Party of Vietnam was established, marking a great turning point in the nation’s history and determining the path of national liberation, construction and development. Over 96 years of leading the revolutionary cause, our Party has remained steadfast in the goal of national independence associated with socialism; continuously renewed and strengthened itself; improved its leadership capacity and combat capability; and led the country and people to overcome countless difficulties and challenges, achieving great and historically significant victories.

The 14th National Party Congress represents a new milestone in the 96-year journey of the Party’s leadership of the Vietnamese revolution. The great success of the 14th Congress reflects the aspirations, confidence, determination and new development vision of our Party and nation. This provides a solid foundation for the entire Party, people and armed forces to strengthen strategic autonomy, confidence and resilience, advance strongly in the new era, and successfully realize the Resolution of the 14th National Party Congress, building a Vietnam that is peaceful, independent, democratic, prosperous, civilized and happy, firmly moving toward socialism.

Dear comrades and compatriots,

The 13th National Party Congress term took place amid rapid and complex developments in the world and region, with intertwined opportunities and challenges. Under the Party’s sound leadership, our country has maintained strategic initiative; achieved high and stable economic growth; preserved political and social stability; ensured national defense and security; improved people’s living standards; and continuously enhanced Vietnam’s international position and prestige.

Among the proud achievements of the 13th Congress term, there has been the direct, persistent and extremely important contribution of grassroots Party organizations, Party cells, individual Party members, and especially Party cell secretaries – those who serve as the core leadership force at the grassroots level, closest to the people and most closely connected with reality.

Party cell secretaries play the role of both a “political nucleus” in leading and guiding Party cells to implement Party resolutions, and “architects” in organizing, managing and assigning tasks to Party members. At the same time, they serve as a “bridge” connecting the Party’s guidelines with the people’s aspirations. The credibility and persuasive power of each Party cell secretary among Party members and the public come from their exemplary conduct, pioneering spirit in innovation, willingness to think, act and take responsibility for the common interest – factors that determine the leadership capacity and combat strength of Party cells.

The 96 Party cell secretaries honored at today’s ceremony, representing more than 250,000 Party cell secretaries nationwide, are truly exemplary models of political steadfastness, ethics and lifestyle. They demonstrate scientific and creative leadership methods; know how to combine Party building work with political tasks, socio-economic development, production and business activities; and have created unity within Party cells and strengthened people’s trust.

The first-ever organization by the Party Central Committee of a ceremony honoring outstanding Party cell secretaries demonstrates the Party’s special attention to Party building work from the grassroots level, from Party cells – where all Party policies and resolutions are directly implemented and their effectiveness tested.

The ceremony is not only a worthy recognition and tribute to the persistent and quiet yet extremely important contributions of Party cell secretaries, but also sends a strong message about placing Party building at the foundation, inspiring pride, responsibility and motivation among cadres and Party members at the grassroots level. This contributes to improving the leadership capacity and combat strength of Party organizations in the new period.

Dear comrades and compatriots,

Regarding Party building, information and communication work plays an especially important role in creating social consensus, promoting Vietnamese cultural values and human strength; inspiring aspirations for a prosperous, civilized and happy nation; and strengthening the confidence of cadres, Party members and the people in the Party’s leadership.

The Golden Hammer and Sickle Award, continuously organized over the past 10 years, is a meaningful activity that helps affirm the position and role of journalism in Party building and the building of the political system. It spreads effective approaches, innovative practices and outstanding examples in rapidly translating Party resolutions into reality.

The entries submitted for this year’s Golden Hammer and Sickle Award vividly and promptly reflected major political events, Party activities and important tasks. They provided in-depth coverage of current issues in Party building and rectification, the implementation results of the 13th National Party Congress Resolution over the past five years, and resolutions of Party organizations at all levels.

The works particularly highlighted the implementation of the major reform of the political system’s organizational structure from the central to grassroots levels, associated with administrative boundary adjustments and the organization of the two-tier local government model; the completion of institutional frameworks for Party building and political system development; continued innovation in the Party’s leadership methods; improved capacity to implement Party guidelines; and breakthrough solutions for socio-economic development and Party building.

I highly appreciate that an increasing number of works have identified and addressed shortcomings, limitations and emerging issues in Party building and rectification, urgent social concerns and current “bottlenecks,” while seeking solutions and strengthening the critical, constructive and action-oriented nature of journalism.

Many works have attracted public attention and contributed to proposing practical solutions to help Party committees and authorities at all levels overcome difficulties, remove obstacles and promote development. They have also widely disseminated major Party policies, helping cadres, Party members and citizens develop correct awareness and take appropriate action.

The revolutionary press corps has truly immersed itself in the flow of social reality, demonstrating its role in disseminating ideas and accompanying the Party’s major steps forward, while promoting confidence, responsibility and development aspirations among all segments of society.

These contributions represent the results of creative labor and serve as evidence of the remarkable growth in thinking, skills, professionalism, courage, intellect and social responsibility of Vietnam’s revolutionary press corps. They reflect the responsibility, solidarity and joint efforts of the entire press sector in the cause of national construction, development and defense, as well as in Party building, rectification and political system development.

On behalf of the Party and State leadership, I acknowledge and highly appreciate the great contributions of Party committee members, Party cell secretaries nationwide and the country’s press corps in recent times. I commend the initiative of the Party Central Committee’s Organization Commission and the Party Central Committee Office, as well as the efforts of the Steering Committee and Organizing Committee of the Ceremony honoring outstanding Party cell secretaries and the 10th Golden Hammer and Sickle Award.

I warmly congratulate the 96 outstanding Party cell secretaries honored today, the authors and works receiving the 10th Golden Hammer and Sickle Award, and the organizations and individuals who have made important contributions to the success of this Party building journalism award.

Starting in 2026, the Ceremony honoring outstanding Party cell secretaries will be held annually.

For this activity to fully realize its significance, Party committees and organizations at all levels must raise awareness and responsibility regarding the importance of improving the quality of Party cell secretaries. It is necessary to create favorable conditions for cadres, Party members and citizens to participate in contributing ideas to building a team of Party cell secretaries who can ensure their role as the core force and comprehensive leaders of the Party at the grassroots level.

Each Party cell secretary must renew leadership methods, working styles and approaches; strengthen political qualities, capacity for action, skills and professional expertise in Party work to meet the requirements of the new period.

I call on press agencies, professional journalists and contributors to focus on the key tasks of the 14th National Party Congress term.

Information and communication work must truly serve as a “starting trumpet” that inspires, and a “battle drum” that encourages the entire Party, people and armed forces to promote to the fullest the spirit of “self-mastery, self-confidence, self-reliance, resilience and national pride,” and successfully implement the Resolution of the 14th National Party Congress.

Press works, especially those on Party building, must be modern and creative, suitable for information development in the digital era. They must serve as vivid evidence of the political determination of Party committees and organizations at all levels in strengthening Party building, rectification and renewal, contributing to making our Party truly one of morality and civilization, while enhancing its leadership capacity, governing effectiveness and combat strength.

On the occasion of the New Year 2026 and in preparation for welcoming the Year of the Horse (Bính Ngọ), I respectfully wish Party and State leaders and former leaders, distinguished delegates, Party cell secretaries, members of the press corps, Party members and compatriots good health, happiness, peace and great success.
