Dear delegates attending the Conference,

Today, the Second Plenary Session of the 14th Party Central Committee opens at a time when the entire Party, people, and armed forces are filled with enthusiasm, joy, and confidence following the great success of the 14th National Party Congress and the election of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term.

On behalf of the Politburo and the Secretariat, I warmly welcome all Central Committee members and delegates attending this Conference, and extend to you my best wishes for health, happiness, and success.

Dear comrades,

This Conference will review, discuss, and decide on many issues of exceptional importance, laying the foundation for the successful implementation of the Resolution of the 14th National Party Congress. These issues are directly related to the Party’s leadership capacity, governing effectiveness, and combativeness; to the efficiency and effectiveness of the entire political system; and to the country's rapid and sustainable development during the 2026–2031 period and beyond.

The matters to be discussed and resolved at this Second Central Committee Conference constitute the “legal corridors,” “operating rules,” “disciplinary principles,” and “standards of conduct” needed to translate Party resolutions into reality and create a solid foundation for realizing the nation's two centennial strategic goals.

The Conference faces a vast agenda that is broad, complex, and urgent. These are tasks that must be addressed immediately and cannot be delayed.

We will discuss the full-term working program of the 14th Party Central Committee; the working regulations of the Party Central Committee, the Politburo, and the Secretariat; regulations guiding the implementation of the Party Charter; regulations on Party inspection, supervision, and discipline; the working regulations of the Central Inspection Commission; regulations on political and ideological work within the Party; reviews of major Central Committee resolutions on inspection and supervision and on combating corruption, wastefulness, and negative practices; personnel arrangements for leadership positions in state agencies for the 2026–2031 term; and opinions on the 2026–2031 five-year socio-economic development plan, the national financial plan, the medium-term public investment plan for 2026–2031, and several other important matters.

These are not only Party affairs but also matters concerning the nation, the people, and the country's future. They involve decisions affecting the quality of institutions, the state apparatus, the cadre corps, governance, and national development in the new era.

The Second Central Committee Conference takes place amid a global and regional environment characterized by rapid, profound, and unpredictable changes. Strategic competition among major powers is intensifying. Geopolitical, geoeconomic, technological, energy, supply-chain, data, and market conflicts are reshaping development environments around the world.

Domestically, following the success of the 14th National Party Congress and the 16th general election, we have a major opportunity to achieve breakthroughs. At the same time, we face demanding requirements to renew our growth model, accelerate growth, improve institutions, enhance cadre quality, reorganize development space, effectively operate the two-tier local government model, build a streamlined and efficient apparatus, and unlock all resources for development.

The 14th National Party Congress clearly identified the need for faster and more sustainable development, comprehensive improvements in people's living standards, strengthened strategic autonomy, and the goals of becoming a developing country with modern industry and upper-middle-income status by 2030, and a developed, high-income country by 2045.

To achieve these objectives, the Party must become stronger, organizational structures more cohesive, discipline stricter, leadership methods more innovative, and actions more decisive.

I would like to emphasize four major requirements for this Conference.

First, we must deeply recognize that this Conference lays the operational foundation for the entire term.

The full-term working program, working regulations, Party Charter implementation rules, regulations on inspection, supervision, discipline, ideological work, coordination mechanisms, and key state personnel arrangements form the organizational “framework,” the “channels” through which power operates, the “standards” that uphold principles, the “mechanisms” that control power, and the “tools” that promote democracy while maintaining strict discipline and order.

Every item must be carefully considered, closely aligned with the Party Charter, the Constitution, the requirements of building a socialist rule-of-law state, the goal of building a clean and strong Party, and the realities of life.

Second, we must thoroughly internalize the spirit of renewing the Party’s leadership methods.

The Party is the force leading the State and society, and its leadership is comprehensive, direct, and absolute. Therefore, leadership methods must continuously evolve so that leadership becomes more accurate, scientific, and effective.

Renewal means leading through stronger strategic vision, more coherent institutions, tighter inspection and supervision, stronger role-modeling, more accurate cadre selection, clearer decentralization and delegation of authority, closer implementation oversight, more timely practical reviews, and faster policy responses to global changes and domestic development needs.

Renewing leadership methods is essential to strengthening the Party’s governing capacity, implementation capability, combativeness, prestige, and standing under new conditions.

Third, we must correctly position inspection, supervision, Party discipline, and the fight against corruption, wastefulness, and negative practices.

These are not merely matters of “internal housekeeping.” They are issues vital to the Party’s survival and a prerequisite for maintaining the people's trust, preserving discipline and unity, ensuring that correct policies are implemented, controlling power effectively, and continuously training and screening cadres.

The review of 20 years of implementing resolutions on inspection, supervision, and anti-corruption efforts must be conducted with determination, candor, scientific rigor, practicality, and humanity. We must clearly identify achievements to build upon, shortcomings to correct, and institutional, supervisory, and accountability gaps that need to be addressed.

Inspection and supervision must become regular, proactive leadership tools capable of deterrence, warning, prevention, and education. Anti-corruption and anti-waste efforts must become deeper, more systematic, stronger in action, and more effective in outcomes.

Fourth, Party building must be closely linked to national development and improvements in people's lives.

All regulations, policies, and decisions of the Central Committee must serve a single purpose: making the Party stronger so that the country can develop faster and more sustainably; making the state apparatus more effective in serving the people; ensuring cadres are cleaner and more capable so that public trust grows; creating clearer operational mechanisms so localities can become more proactive; unlocking resources to accelerate economic growth; and laying a realistic foundation for achieving the 2030 and 2045 goals.

The 2026–2031 socio-economic development plan, national financial plan, and medium-term public investment plan must be considered not only through the lens of routine administration but also through strategic thinking capable of strengthening strategic autonomy and generating new momentum for development in a profoundly changing international environment.

We must maintain a long-term vision, act decisively, allocate resources effectively, unlock all growth drivers, create new development spaces, and, above all, provide the motivation, capacity, and conditions needed for the two-tier local government model to operate efficiently, creatively, and in ways that better serve citizens and businesses.

A particularly important task is to discuss and identify ways to achieve GDP growth of over 10 percent throughout the 2026–2031 term and in the years beyond.

National development is the overarching and continuous mission. Identifying the right development model and generating economic growth are central and fundamental priorities.

The urgent challenge today is to prevent economic crises and avoid war and conflict. Successfully addressing these two threats will provide the foundation for achieving our national development goals both now and in the future.

Dear comrades,

I urge every member of the Party Central Committee to demonstrate the highest level of wisdom, courage, and responsibility before the Party, the people, and history. Study the materials carefully, speak concisely and directly, present clear positions, sound reasoning, concrete recommendations, and well-defined options so that, once decisions are made, they command the highest level of consensus.

The Central Committee must truly be a center of unity, a gathering place of collective wisdom, a source of breakthroughs in strategic thinking, strict in organizational and communication discipline, and bold in its willingness to think, decide, act, and take responsibility before the Party and the people.

I also urge all comrades throughout the Conference to uphold principles, maintain discipline and order, promote democracy together with responsibility, and ensure that every decision adopted reflects collective wisdom, practical realities, strategic vision, and a spirit of innovation that opens new pathways for development, strengthens public confidence, reinforces the Party’s leadership, and adds strength to the entire political system.

The 14th National Party Congress has charted a new development path for the country. The Second Central Committee Conference bears the responsibility of transforming the Congress’s aspirations, determination, and strategic direction into operational mechanisms, organizational frameworks, principles of action, and the Party’s practical governing capacity throughout the term.

With that spirit, I hereby declare the opening of the Second Plenary Session of the 14th Party Central Committee.
