Action programs – the foundation of public trust

As candidates for the National Assembly and People’s Councils meet voters across the country, their action programs are emerging as the decisive test of credibility. Beyond procedural requirements, these first encounters offer a crucial opportunity for candidates to earn trust before ballots are cast.

In recent days, candidates in many localities have been introduced to voters through official voter–candidate meetings. While these events are a mandatory step in the electoral process, they are far more than formalities. They provide a vital opportunity for candidates to present their commitments directly to constituents and to build confidence ahead of Election Day.

Those included on the official lists of candidates have already demonstrated a measure of competence and credibility. Yet progressing further in the campaign requires more than qualifications on paper. Each candidate must present an action program compelling enough to win genuine respect and support from voters.

A public political commitment

An action program outlines what a candidate intends to accomplish if elected. It serves as a public political commitment to the people, reflecting the candidate’s sense of responsibility, courage and readiness to represent voters’ interests.

If elected, a deputy’s action program will accompany them throughout their term in office. It becomes an essential benchmark against which voters can later assess performance: Did the representative fulfill the commitments made? Did they effectively carry the responsibility of representing the people’s will and aspirations?

Because of this long-term significance, the action program carries particular weight during a candidate’s first direct engagement with voters.

Substance over slogans

An action program that earns public confidence cannot consist merely of broad slogans. While macro-level strategic issues are important, what often resonates most strongly with voters is a candidate’s understanding of local realities.

A thorough grasp of socio-economic conditions in the electoral district helps create a meaningful connection between candidates and constituents. In many communities, pressing concerns are concrete and immediate: an overloaded and deteriorating road that requires urgent repair; an unmanaged landfill affecting public health; a rundown school building that needs renovation so children can study safely.

Addressing such specific, practical issues demonstrates that a candidate has truly listened to voters and understands daily life in the locality. It signals that the candidate is not speaking in abstractions but engaging with real challenges.

When candidates approach voters with the attentiveness of someone directly involved in the community’s concerns, and when they present clear, feasible solutions to improve policy implementation and promote development, the distance between representative and constituent narrows. Voters often award high marks for sincerity, practicality and closeness to everyday life.

Realistic commitments build lasting credibility

For an action program to be a genuine asset, it must not contain promises made for appearance’s sake. It is not only a tool to help voters choose their representatives but also a basis for ongoing supervision. Throughout a term in office, voters have the right to monitor how well deputies fulfill their pledges and to evaluate their performance.

Therefore, commitments must stem from dedication, responsibility and a realistic assessment of what can be achieved. Candidates should avoid promises that exceed their authority or capacity. Voters are discerning; they can distinguish between programs grounded in responsibility and feasibility and those consisting of empty assurances.

Trust is built when a candidate’s commitments are both sincere and achievable. Only when action plans fall within a representative’s actual capacity can they become credible foundations for long-term public confidence.

Strengthening the link between voters and the legislature

A carefully prepared, realistic action program with practical solutions fosters trust and lays the groundwork for effective representation. It supports deputies in performing their core functions: representing constituents, participating in policymaking decisions and overseeing state power.

Each commitment fulfilled strengthens the bond between voters and the legislative chamber, bridging the gap between policy decisions and lived realities. In this sense, selecting candidates with clear, responsible and feasible action programs is itself an expression of voters’ responsibility toward the nation’s future.

Based on candidates’ profiles and their declared action programs, informed choices made through the ballot will contribute to improving the quality of elected representatives and enhancing the effectiveness of representative bodies and the state apparatus as a whole.
