Cao Bang holds second consultative conference for the 16th National Assembly

The Standing Committee of the Vietnam Fatherland Front (VFF) of Cao Bang Province held the second consultative conference to reach agreement on a preliminary list of candidates for the 16th National Assembly for the 2026–2031 term on February 2.

Attending the conference were senior provincial leaders, including Be Thanh Tinh, Standing Deputy Secretary of the Provincial Party Committee, Chairperson of the Provincial People’s Council and Standing Deputy Head of the Provincial Steering Committee for elections to the National Assembly and People’s Councils; Vu Hong Quang, Deputy Secretary of the Provincial Party Committee, Chairperson of the Provincial VFF Committee and Deputy Head of the provincial election steering committee; Vu Dinh Quang, Member of the Provincial Party Standing Committee, Standing Vice Chairperson of the Provincial People’s Committee and Deputy Chairperson of the Provincial Election Committee; along with other members of the Provincial Party Standing Committee and election bodies.

At the conference, delegates heard a report on the nomination process for candidates for the 16th National Assembly. As of February 1, 2026, agencies, units and localities across the province had completed the nomination of candidates in full compliance with required structures, composition and quotas. The confidence rate of voters at agencies, units and localities for all nominated candidates reached 100 percent.

Immediately after the completion of dossier submission, the Provincial Election Committee transferred candidates’ summarized biographies, curriculum vitae, and declarations of assets and income to the Standing Committee of the Provincial VFF for review, in accordance with regulations.

Addressing the conference, Be Thanh Tinh stressed that the Provincial VFF should continue to promote democracy, conduct thorough reviews of candidate dossiers, ensure compliance with standards and eligibility requirements, and strictly adhere to the election timeline. He emphasized that following the second consultative conference, the process of collecting comments and confidence votes from voters at candidates’ places of residence must be carried out seriously and transparently.

He also called for proactive preparation for the third consultative conference in order to promptly address any issues arising in the process. On that basis, relevant authorities should review and adjust polling areas, organize the public posting of voter lists, and ensure arrangements are appropriate for the province’s three National Assembly constituencies.

Be Thanh Tinh further noted that the nomination process must strictly follow the guidance and direction of the National Election Council and the Central Committee of the Vietnam Fatherland Front. He urged close coordination with the Provincial Election Committee in election-related communication and guidance for grassroots-level election committees in implementing the two-tier election model. Any difficulties or obstacles arising during implementation should be promptly summarized and reported for timely direction and resolution.

In addition, he emphasized the importance of strengthening inspection and supervision of election preparations, including the posting of voter lists, closely monitoring public opinion, and fulfilling the Fatherland Front’s role as a bridge in communication and consensus-building. This, he said, would help ensure broad public support so that each elected representative truly serves as a link between the people and the National Assembly.

During the conference, delegates discussed and unanimously agreed to establish a preliminary list of 15 candidates for the 16th National Assembly representing Cao Bang Province. The list was approved with 100 percent consensus and will be submitted for voter comments at places of residence.

Notably, all 15 candidates are from ethnic minority groups; nine are women; one is a re-nominated incumbent; and five candidates are under the age of 40. The conference also approved a plan to organize voter meetings at places of residence to collect comments and confidence votes for National Assembly candidates from February 4 to 8, 2026, in full compliance with prescribed procedures and regulations.

The successful organization of the second consultative conference marks an important step in ensuring democracy, transparency, and quality in the selection of National Assembly candidates in Cao Bang Province ahead of the upcoming elections.
