Construction Ministry aims for full digitalisation across key areas by 2030
Modernising administration and enhancing transparency in handling administrative procedures will help improve the quality and user experience of the ministry’s online public services.
The Ministry of Construction aims for full digitalisation across key areas by 2030, according to the ministry’s digital transformation strategy for the 2025–2030 period.
Under the strategy, all eligible administrative procedures will be provided entirely online. Online dossiers for public services will be subject to end-to-end processing, while citizens and businesses will be seamlessly identified and authenticated through the national VNeID digital identification system. Administrative results will be issued electronically, ensuring transparency, efficiency, and convenience.
Minister of Construction Tran Hong Minh said that one of the core goals of the strategy is to ensure that all citizens and businesses are satisfied with the handling of construction-related administrative procedures.
The ministry also plans to ensure that the implementation of 100% of the Government and Prime Minister-assigned tasks are monitored and evaluated through digital data via the ministry's information and reporting system that is integrated with the Government’s. All working files, except those involving state secrets, will be processed entirely online.
Under the strategy, the ministry will establish a data centre to serve the management and operation of national and shared databases under its jurisdiction, alongside a innovation centre that connects with technology enterprises, research institutes, and universities.
The Internet of Things (IoT) infrastructure will be developed in such areas as urban technical infrastructure, smart transportation, smart cities, and construction management.
At the same time, all information systems under the ministry’s management will be fully equipped with cybersecurity measures to ensure information safety.
The ministry is also developing measures for rapid recovery of information systems serving citizens and businesses, aiming to restore operations within 24 hours in the event of a technical incident.
The full digitalisation of the ministry’s management fields aims to form a centralised and standardised big data ecosystem that enables real-time data exploitation for reporting, forecasting, and policy planning. This will support digital technology and data-driven decision-making and governance across all levels, from central to local.

The ministry’s digital transformation strategy for 2025–2030 is aligned with the Party’s guidelines, the State’s laws and policies, and the Government’s directions on digital transformation, including the Politburo's Resolution No. 57-NQ/TW on breakthroughs in science-technology development, innovation, and national digital transformation, as well as the Government's Resolution No. 71/NQ-CP that updates the action plan for implementing Resolution No. 57./.
