Presenting the verification report, Chairman of the Committee on Law and Justice Phan Chi Hieu stated that the Committee on Law and Justice basically agrees with the necessity of developing the Program to concretize the Party's guidelines and directions on strengthening crime prevention and control in the new situation, while integrating the National Target Program on Drug Prevention and Control until 2030 approved by the National Assembly in Resolution No. 163/2024/QH15.

Overall, the Program does not overlap with other national target programs. However, the Committee on Law and Justice recommends that the agency in charge of developing the Program continue to review and specifically compare tasks with similar or overlapping content with other national target programs, clarifying the scope, target groups, geographical areas, outputs, and funding sources; based on that, study appropriate integration options for potentially integrated content, ensuring no duplication of tasks and funding, and maximizing the effectiveness of resources in achieving the Program's objectives.

The Committee on Law and Justice assessed that the basic program is consistent with the strategy for drug and crime prevention and control, and the socio-economic development plan. At the same time, it requested the agency in charge of developing the program to continue reviewing it to ensure consistency and alignment with socio-economic development strategies and plans, sectoral development plans, and relevant planning; and to continue analyzing and evaluating it more thoroughly and comprehensively, adding quantitative assessments of the program's environmental impacts, socio-economic effectiveness, and national defense and security implications.

We are determined to reduce drug-related crimes and other types of crime

Speaking at the session, National Assembly Chairman Tran Thanh Man assessed the program as being of paramount importance.

The Chairman of the National Assembly stated that the National Assembly had issued Resolution No. 163 and allocated over 22,453 billion VND, including 17,725 billion VND from the central budget and approximately 4,674 billion VND from local budgets, for implementation.

According to the Speaker of the National Assembly, adding content on crime prevention and control is also extremely important. In line with the Politburo's policy and the Central Committee's resolutions on socio-economic development for the period 2026-2030, the requirement is to strengthen the prevention and control of social evils and various types of crime, especially drug-related crimes and other types of crime.

Expressing agreement with the proposal to submit the investment policy for the Program to the National Assembly for consideration and approval, the Chairman of the National Assembly also suggested that clear communication is needed to ensure public understanding, and that ministries, sectors, and localities should urgently develop specific plans, clearly defining objectives, roadmaps, and solutions appropriate to the specific characteristics of each area nationwide.

At the same time, strict adherence to the reporting and periodic review regime must be implemented for the sectors and localities assigned the task; the results of drug and crime prevention and control should be considered one of the criteria for evaluating the performance of Party committees, governments, and their leaders. The government needs to have specific regulations on this matter.

"Alongside socio-economic development, drug-related crimes and other types of crimes must decrease. We must harness the strength of the entire population: the people are the soldiers, the family is the battlefield, and the locality is the fortress in the fight against crime. The Standing Committee of the National Assembly strongly supports the Program, but the important thing is how to organize its implementation in the future to achieve tangible results and effectiveness, reflected in a reduction in crime rates in all aspects and fields," the Speaker of the National Assembly emphasized.

Following the discussion and concluding remarks, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the Standing Committee of the National Assembly unanimously agreed on the program's name as presented by the Government, in accordance with Resolution No. 163/2024/QH15 and Conclusion No. 56-KL/TW dated June 24, 2026 of the Politburo.

Regarding the main objectives of the program, the Standing Committee of the National Assembly agreed with the Government's presentation and suggested that the system of objectives and targets for both phases should be further reviewed and refined.

Regarding the projects and sub-projects, the Standing Committee of the National Assembly proposed a continued comprehensive review to ensure they adhere closely to the overall, specific, and main objectives of the program; clearly identify priority, focus, and key areas, suitable for each region nationwide, as suggested by National Assembly Chairman Tran Thanh Man; and avoid the situation of spreading resources too thinly and dispersing them.

Review overlapping and similar tasks between projects and sub-projects of this Program and other national target programs, allocate expenditure to ensure there is no duplication in tasks, targets, locations, outputs, and implementation organization, and ensure the program achieves high efficiency.

Regarding the specific mechanisms and policies for implementing the Program, the Vice Chairman of the National Assembly stated that further review and inclusion in the Resolution are necessary to clearly define tasks, adjust budget estimates, capital plans, the list of public investment projects, and other mechanisms and policies under the authority of the National Assembly.

During the National Assembly's recess, matters within its jurisdiction are submitted to the Standing Committee of the National Assembly; for matters under the Government's purview, the Government proactively handles them within its authority. Simultaneously, transitional provisions are included to avoid disrupting the National Target Program for Drug Prevention and Control, and to enhance the Program's effectiveness.

The Vice Chairman of the National Assembly requested the Government to retain the dossier already submitted to the National Assembly, while continuing to study and incorporate as much as possible the opinions of the Standing Committee of the National Assembly and the review opinions to finalize the program and draft Resolution for the National Assembly to discuss; and assigned the Committee on Law and Justice to finalize the review report on the investment policy of the Program, to be submitted to the National Assembly at the Second Session.
