NA Vice Chairman Nguyen Khac Dinh inspects and supervises election preparations in Hanoi

On the afternoon of February 26th, a delegation from the National Election Council and the Standing Committee of the National Assembly, led by Central Committee member and Vice Chairman of the National Assembly Nguyen Khac Dinh - a member of the National Election Council, conducted a monitoring and inspection of the election of deputies to the 16th National Assembly and representatives to People's Councils at all levels for the 2026-2031 term in Hanoi.

Accompanying him were: Member of the Central Committee of the Party, Chairman of the National Assembly's Ethnic Council Lam Van Man; Deputy Chairman of the Committee on Law and Justice Nguyen Phuong Thuy; Deputy Chairman of the Committee on Representative Affairs Nguyen Dai Thang; Deputy Head of the National Assembly Office Nguyen Manh Hung; and representatives of the leadership of various agencies and a number of departments and units under the National Assembly Office.

Representing Hanoi City were: Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council, and Chairwoman of the City Election Committee Phung Thi Hong Ha; Standing Vice Chairman of the City People's Council and Vice Chairman of the City Election Committee Tran The Cuong; Standing Vice Chairman of the City People's Committee and Vice Chairman of the City Election Committee Duong Duc Tuan; Vice Chairwoman of the City People's Council and Deputy Head of the Hanoi City National Assembly Delegation Pham Thi Thanh Mai...

Reporting to the Supervisory Delegation, the Standing Vice Chairman of the Hanoi People's Council and Vice Chairman of the Hanoi City Election Committee, Tran The Cuong, stated that as of February 26th, preparations for the election of National Assembly deputies and People's Council representatives at all levels in the city had been completed according to plan.

For the 2026-2031 term, the number of National Assembly deputies and city People's Council representatives in Hanoi will continue to be among the highest compared to other provinces and cities.

Specifically, the number of National Assembly deputies to be elected is 32 (including 15 nominated by the Central Government and 17 nominated by the City); the number of City People's Council deputies to be elected is 125; the total number of commune-level People's Council deputies to be elected is 3,164 in 126 communes and wards. The number of voters is 6,061,171.

The Hanoi City Election Committee was established with 37 members. At the commune level, all 126 units established Election Committees within the legally stipulated timeframe; 11 National Assembly Election Boards were established; 31 City People's Council Election Boards were established; at the commune level, 831 Commune People's Council Election Boards were established; and 4,097 polling stations were formed. Hanoi placed particular emphasis on immediately consolidating personnel whenever changes occurred to ensure the continuity of the system.

After three rounds of consultations, Hanoi has selected and compiled the official list of qualified candidates. Accordingly, the number of candidates for the 16th National Assembly is 39; for the City People's Council is 205; and for the commune-level People's Council is 5,271.

The Hanoi City Election Committee directed the Information and Propaganda Subcommittee to develop a comprehensive plan, assigning specific tasks to each media agency and grassroots cultural and information unit. Radio, television, print, and online newspapers, as well as websites of departments, agencies, and communes, simultaneously launched special sections and columns to publicize the significance and importance of the election. Digital platforms and social media were also effectively utilized, contributing to the dissemination of official information and combating false and distorted views related to the election.

Speaking at the working session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the election is a major political event for the country, taking place immediately after the 14th National Party Congress and under conditions of implementing many new regulations, context, space, and time with many new factors. The preparation time has been shortened by more than two months compared to previous terms, while all steps and procedures according to the law must still be fully and strictly implemented.

Tran The Cuong, Standing Vice Chairman of the Hanoi People's Council and Vice Chairman of the Hanoi City Election Committee, reported to the Supervisory Delegation.

On the other hand, Hanoi has unique characteristics such as a large geographical area, a large population, significant population fluctuations, and a diverse voter structure; a very large number of electoral units and constituencies; and a mix of modern urban areas and industrial zones... All these factors create immense pressure, requiring focused, dedicated leadership, unity, and responsibility from all levels and sectors.

After listening to reports and conducting on-site inspections and monitoring, the Vice Chairman of the National Assembly stated that the Supervisory Delegation acknowledged and highly appreciated the sense of responsibility, proactiveness, and urgency of the Hanoi City Party Committee, People's Council, People's Committee, Fatherland Front Committee, and Election Committees at all levels in preparing for the elections. At this point, it can be affirmed that, despite some difficulties, the election preparations in the city have been comprehensively, systematically, and synchronously implemented, ensuring progress and adherence to regulations and the Party's guidelines, achieving many important results.

First and foremost, Hanoi City promptly disseminated and seriously and urgently implemented the Party's guidelines, the new regulations of the Law on Election of National Assembly Deputies and People's Council Deputies; the resolutions and guiding documents of the National Assembly, the Government, the Standing Committee of the National Assembly, and the National Election Council, creating a clear understanding of the new points and demonstrating high determination in ensuring the election schedule under the conditions of operating a two-tiered local government and holding the election two months earlier than usual.

Training on election procedures; information and communication; application of information technology and digital transformation; ensuring security and order; and securing funding were all prepared systematically and flexibly, with contingency plans in place to promptly address any unforeseen issues.

Emphasizing that there are only 16 days left until Election Day and the city is entering the "final stretch," Vice Chairman of the National Assembly Nguyen Khac Dinh requested Hanoi to continue focusing on implementing several key issues.

Firstly , the Hanoi City Party Committee's Election Steering Committee and the Hanoi City Election Committee will continue to provide close leadership and guidance, clearly assigning responsibilities to specific individuals and tasks; adhering closely to each timeline and specific task to ensure the plan is implemented correctly.

Secondly , continue to direct the review and updating of information in the voter lists that have been compiled and posted, making timely adjustments and additions when necessary, paying particular attention to voters working far from home in other localities, people with disabilities, the elderly, and areas with unique characteristics... to ensure the voting rights of citizens.

Thirdly , continue to monitor and promptly handle any complaints or denunciations that may arise.

Fourth , continue to strengthen information and propaganda work, ensuring that the election is truly democratic, lawful, safe, and economical; truly a national celebration and a widespread political activity among the people. This includes focusing on propaganda efforts. Regarding the action plan and the candidate's biography, this information should be disseminated through the media to create a positive impact on voters and the public throughout the city.

Fifth , ensure effective organization of security, order, and social safety . Before, during, and after election day; strengthen election supervision and inspection at the local level, especially in key areas with complex security and order issues; anticipate potential situations.

Sixth , create favorable conditions for candidates for National Assembly and People's Council representatives to effectively exercise their right to campaign in accordance with regulations, ensuring fairness among all candidates. At the same time, thoroughly implement Conclusion No. 03-KL/TW dated February 23, 2026, of the Politburo on continuing to implement Directive No. 46-CT/TW dated May 16, 2025, of the Politburo, paying particular attention to close leadership and guidance to ensure the election of the allocated number of National Assembly representatives and the selection of outstanding representatives.

On Saturday , this was the first election to comprehensively promote digital transformation, from voter registration to candidate profiles. The Vice Chairman of the National Assembly requested that Hanoi proactively coordinate closely with central and local agencies, especially the Ministry of Public Security, to ensure the system operates smoothly and securely, without any malfunctions. The Office of the National Election Council is currently directing the development of a system to report the number of voters who cast their ballots on Election Day. The Ministry of Public Security will integrate information on candidates for the National Assembly and People's Councils at all levels into the VneID system so that voters can view it directly on their phones.

With a tradition of unity, dynamism, and creativity; and with rich practical experience in organizing elections, Vice Chairman of the National Assembly Nguyen Khac Dinh expressed confidence that Hanoi will successfully organize the election, selecting truly outstanding National Assembly deputies and People's Council representatives at all levels, worthy of the people's trust as well as the role and position of the city, making an important contribution to the overall success of the election nationwide.

+ Later that same day, in Hanoi, Vice Chairman of the National Assembly Nguyen Khac Dinh and the Supervisory Delegation inspected the locations where voter and candidate lists were posted at the Bach Mai ward headquarters; two polling stations in Bach Mai ward and two polling stations in Cua Nam ward.

The monitoring team noted that the election work was implemented by the Hanoi City Party Committee, People's Council, People's Committee, Election Committee, and Vietnam Fatherland Front Committee with a proactive, urgent, coordinated, systematic, and compliant approach, ensuring progress according to the planned schedule.
