NA Chairman meets with former, current deputies from Hau Giang
At the current session, the legislature is deliberating amendments to eight out of 120 articles of the 2013 Constitution, a step toward streamlining administrative structures. If passed, this will eliminate district-level administrative units and reduce the number of provincial-level units to 34.
Hanoi (VNA) – National Assembly (NA) Chairman Tran Thanh Man had a meeting with former and incumbent deputies from the Mekong Delta province of Hau Giang on May 29 as part of the delegation’s visit ahead of the 80th anniversary of Vietnam’s first General Election (January 6, 1946).

Expressing his delight over the province’s development over more than two decades since its establishment, the top legislator praised the local Party, administration and people for promoting solidarity to overcome challenges, propel socio-economy, and ensure defence-security. He highlighted the province’s consistent top economic performance in the Mekong Delta region.

He said that the upcoming merger of Soc Trang province, Hau Giang province, and Can Tho city will create a new centrally-run municipality with special mechanisms once the NA approves the administrative restructuring resolution, adding the move will provide new momentum for regional growth by enhancing administrative efficiency and optimising resource use.

Briefing the guests on the outcomes of the first phase of the ongoing 15th NA’s 9th session, he stated that the legislature completed its agenda after 22 days with urgency, democracy and high responsibility. Eight resolutions were adopted, including those to amend the 2013 Constitution, prepare for the election to the 16th NA and local People’s Councils for 2026–2031, and address other urgent matters.

Man stated that that since the 7th session, the parliament has embraced a more innovative lawmaking mindset. Laws concerning human and civil rights or judicial procedures are being clarified, while laws relating to development are designed to establish broad frameworks. Detailed and practical matters are delegated to the Government, ministries, agencies and localities to ensure flexibility and responsiveness to realities.
At the current session, the NA is deliberating amendments to eight out of 120 articles of the 2013 Constitution, a step toward streamlining administrative structures. If passed, this will eliminate district-level administrative units and reduce the number of provincial-level units to 34. The NA Standing Committee will convene to adopt communal-level restructuring resolutions in June.

He highlighted four pillars shaping Vietnam's new development era, namely Resolution 57 on breakthroughs in science - technology, innovation, and digital transformation, Resolution 59 on international integration in the new context, Resolution 66 on renewing the legal framework to meet the country’s demands in the new era, and Resolution 68 on promoting private sector growth.
Against the backdrop, the NA is responsible for removing institutional bottlenecks to unlock resources and create new momentum for the country's socio-economic development, he added./.
