Clarifying the foundations and solutions for high and sustainable growth

After two working sessions, on the afternoon of October 30th and the morning of October 31st, the plenary discussion saw 58 speeches and 2 debates. National Assembly deputies Trinh Xuan An ( Dong Nai City) and Pham Ngoc Lam (Gia Lai) assessed that the discussion clearly demonstrated a spirit of democracy, responsibility, and constructive dialogue, with many heartfelt opinions, frank debates, and practical proposals.

A notable highlight was the flexible, comprehensive, and open leadership of Vice Chairwoman of the National Assembly Nguyen Thi Hong, who both guided the discussion and debate to be focused and concise, creating opportunities for representatives from all 34 provinces and cities to speak, and connecting the issues raised by delegates with the government's accountability. According to the delegates, this was also one of the sessions with the highest number of delegates registering to speak.

Delegates also highly appreciated the Government members for demonstrating a sense of responsibility, openness, and willingness to listen. Delegate Trinh Xuan An highly praised the explanation given by Deputy Prime Minister Nguyen Van Thang on the morning of October 31st, especially the focus on issues of growth, public investment, and inflation control. According to the delegate, the Deputy Prime Minister demonstrated a comprehensive role in connecting policies within a holistic management framework. "It is noteworthy that he directly addressed the pressures and difficulties, while clarifying the basis and solutions for achieving high and sustainable growth. This showed the Government's determination to both promote development and maintain macroeconomic stability and ensure the people's livelihoods," the delegate emphasized.

Regarding the financial sector, delegates acknowledged that Minister of Finance Ngo Van Tuan clearly demonstrated the responsibility of the head of the agency acting as a general advisor and a "commander" in the economic and financial field by clarifying difficult issues of concern to delegates, such as: mobilizing capital for growth, the quality of budget estimates, large fund transfers, and slow disbursement. Delegates also noted the Minister's frankness in admitting limitations in forecasting, analyzing the causes, and pointing out areas that need improvement. According to delegates, this focused and well-founded explanation has provided a stronger basis for the National Assembly to share the management pressure of the Ministry of Finance and the Government, while also placing expectations on the effectiveness of implementation.

The delegates also acknowledged the receptive and responsible attitude of the Ministers and the Governor of the State Bank of Vietnam towards their respective areas of responsibility. In particular, Minister of Home Affairs Nguyen Tien Hai, despite being new to the position, demonstrated a firm grasp of the issues and provided specific answers to practical questions such as decentralization, delegation of power, salaries, and allowances. According to the delegates, this is a positive manifestation of proactive engagement and a sense of responsibility to the National Assembly.

Focus on clarifying capital scenarios for growth in 2027

During the discussion, drawing from real-life experiences, local situations, and listening to the opinions of voters and the people, National Assembly deputies discussed and further elaborated on the solutions reported by the Government to the National Assembly, while also suggesting many practical solutions.

According to National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong City), one of the issues of great concern to many delegates is the policy of supporting businesses. In the context of a volatile global situation, a highly open economy like ours is clearly affected by external changes. Therefore, removing obstacles and creating favorable conditions for businesses to develop is directly significant to the strength and resilience of the economy.

The proposals at the discussion focused on practical issues such as supporting businesses in accessing capital and land, and continuing administrative procedure reforms. Delegate Nguyen Thi Viet Nga also stated that administrative procedural obstacles remain a bottleneck for business operations. "However, the delegates approached the issue quite comprehensively, offering recommendations to overcome immediate difficulties and create conditions to promote production and business," the delegate said.

Appreciating the quality and diversity of opinions expressed in the working groups and the plenary session, delegate Pham Ngoc Lam also expressed his hope that the Government would incorporate and refine the draft Resolutions on the socio-economic development plan and state budget for 2027 to be submitted to the National Assembly for consideration and approval at the Second Session. He emphasized the need to clarify the capital scenario for growth in 2027. The delegate argued that this is a crucial issue for achieving high and sustainable growth, requiring simultaneous representation of real GDP, nominal GDP, total social investment, projected credit growth, and actual capital mobilized from the stock market, bond market, and other channels.

"A thorough assessment of resources will help evaluate the feasibility of achieving a growth target of over 10%, while clarifying the level of dependence on bank credit. The draft resolutions on the socio-economic development plan and the state budget estimates and central budget allocation for 2027 also need to ensure consistency and coherence," the delegate emphasized.

Looking back at the discussion session, delegates also highly appreciated the National Assembly's focus on core issues in managing socio-economic development: the quality of growth, the ability to mobilize and utilize resources, the efficiency of public investment, as well as the capacity to organize and implement policies in each sector and locality.

Notably, National Assembly deputies not only assessed the achievements or pointed out existing problems, but also focused more deeply on the questions: how was growth generated, to what extent were resources used, what were the actual results for the people and businesses, and which agencies were responsible when the goals and tasks were not completed.

More importantly, according to the delegates, after the discussion session, the relevant opinions must be adopted by the Government and concretized in resolutions and action programs. As delegate Trinh Xuan An hoped, the adopted content should be quickly translated into action, bringing practical results in managing socio-economic affairs in the remaining months of 2026 and 2027 for the goal of high, sustainable growth and meeting the aspirations of the people. Responsibility in the parliamentary session must be followed by responsibility in implementation; the issues that have been clearly identified need solutions, with specific progress and results.
