From the People's Committee headquarters to community centers, from bulletin boards in residential areas to public address systems, images of the election day have been clearly present in the daily lives of Hanoi residents.

In the last days of February 2026, in many communes and wards in Hanoi , preparations for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term were underway with urgency and seriousness.

From the People's Committee headquarters to community centers, from bulletin boards in residential areas to public address systems, images of the election day have been clearly present in the daily lives of Hanoi residents.

According to the Law on Election of National Assembly Deputies and People's Council Deputies, as well as resolutions and directives from the Central Committee, the posting of voter lists and candidate lists is one of the important steps to ensure transparency and openness, creating conditions for voters to monitor and fully exercise their rights and civic duties. Practical implementation in many wards shows that this work is being carried out correctly, on schedule, and in accordance with legal requirements.

Public listing facilitates voter oversight

In Yen So ward, voter and candidate lists are posted at the ward People's Committee headquarters, polling stations, and community centers. From early morning, many people came to check and verify personal information, as well as learn about the brief biographies of the candidates for the People's Council.

Mr. Cao Van Tan, Head of Polling Station No. 4 in Yen So Ward, said: “The voter list and candidate list for polling station No. 4 have been publicly posted in accordance with regulations. We have deployed personnel to be on duty at the polling station to receive feedback from voters, answer questions, and report to higher authorities on matters beyond our jurisdiction".

According to Mr. Tan, posting the information is not only a procedural requirement but also a channel for the people to directly participate in monitoring the election process at the grassroots level. Inaccurate information regarding the names, birth years, and residential addresses of voters is recorded, compiled, and corrected promptly, ensuring the legitimate rights of each citizen.

Reviewing voter lists: A crucial step in the election process

Along with posting the voter lists, polling stations closely coordinate with the police and neighborhood committees to review and update voter lists according to actual population management. This is identified as a crucial step, because an accurate voter list is a prerequisite for ensuring citizens' right to vote and the legitimacy of the election results.

Mr. Cao Van Tan added that the total number of voters in polling station number 4 is currently around 4,000, but this number is still subject to adjustment due to population fluctuations.

"We are coordinating with the local police to remove deceased cases and add newly arising cases, avoiding duplication and ensuring accuracy."

At Polling Station No. 3 in Yen So Ward, the verification process was carried out in parallel with the propaganda campaign. Mr. Hoang Van Cuong, Head of Polling Station No. 3, shared:

"We assign staff to be on duty daily at the polling station to receive feedback from the public, and at the same time, we widely disseminate information on neighborhood Zalo groups so that people are aware of the time and location of the election and the time of posting the voter list".

As a result, voters in residential areas can proactively check the information and promptly report any errors (if any), contributing to ensuring the accuracy and objectivity of the voter list.

Arrange polling stations to suit the population's conditions

In addition to focusing on voter lists and candidate lists, localities are also paying special attention to the arrangement of polling stations, ensuring convenience for citizens and suitability to the characteristics of the area.

In Tu Liem ward, the entire ward is divided into 6 electoral units with 12 polling stations. The list of candidates is posted at all polling stations according to the legally stipulated timeframe.

Mr. Bui Ngoc Kinh, Vice Chairman of the People's Committee of Tu Lien Ward and a member of the Ward Election Committee, said: "We based our arrangements on the number of voters, population distribution characteristics, traffic conditions, and geographical factors to arrange polling areas in a reasonable manner, ensuring uniformity between areas and the most convenient access for voters to polling stations."

The goal is to create favorable and safe conditions for people to participate in elections, especially the elderly, people with disabilities, and workers who work regular office hours.

Alongside the organizational work, information and propaganda efforts regarding the election were intensified through various forms, from traditional to modern. Local public address systems, billboards, posters, and banners with slogans were displayed along main roads, residential areas, schools, and cultural centers.

Local websites and community information groups are also used to provide regular updates on the progress, timelines, and developments of the election.

In Tu Liem ward, the campaign was implemented using the motto "going to every alley, knocking on every door." The list of candidates was delivered to each household so that voters could have time to carefully study it.

Mr. Bui Ngoc Kinh, representing the Election Committee of Tu Lien Ward, said, "On a broad scale, we are increasing the dissemination of information through the public address system and the electronic information portal; on a more in-depth scale, we are organizing neighborhood meetings, seminars, and discussions to disseminate the Party and State's policies and guidelines on elections."

From the perspective of the people, Ms. Nguyen Thi Bich Lien, a voter in residential group 7A, Yen So ward, believes that posting the voter list and disseminating information about the election helps people raise their sense of civic responsibility: “The voter list and the list of candidates are clearly posted, making it convenient for us to follow. After researching the candidates' biographies, I see that they all have suitable work experience, qualifications, and abilities, creating trust for voters to choose".

According to Ms. Lien, arranging polling stations at community meeting halls is suitable for densely populated areas, and is particularly convenient for the elderly and residents of apartment buildings.

"We hope that the elected representatives will always be close to the people, familiar with the grassroots, and promptly reflect the thoughts and aspirations of the voters to contribute to the further development of the ward".

From the grassroots to the city: working towards a common goal

According to directives from the Central Government and the City, election preparations must ensure democracy, legality, safety, and cost-effectiveness. The organization of professional training for election committee members, preparation of facilities, security and order plans, traffic safety, and fire prevention measures are all being implemented simultaneously.

In reality, the situation in the wards and communes of the capital city shows that the involvement of Party committees, authorities, the Fatherland Front , and other organizations has created a serious yet enthusiastic atmosphere leading up to election day.

From election officials to individual voters, everyone is clearly aware of their responsibility in choosing representatives who are virtuous and capable, and who represent the will and aspirations of the people.

As the election day for the 16th National Assembly and People's Councils at all levels (March 15, 2026) draws closer, propaganda efforts, preparation of facilities, voter list review, and professional training for polling stations continue to be intensified.

The overall goal is for each ballot to truly reflect the will of the people, for election day to truly become a great festival for the entire nation, contributing to the building of a socialist rule of law state of the people, by the people, and for the people.
