Election Communications: Creative approaches by technology and digital transformation
Deploying dedicated data transmission lines to serve data entry, aggregation and reporting on the progress and results of election organization; building digital maps of electoral units and online standardized declaration tools for candidates; publishing short video clips, infographics and news articles on fanpages, websites and Zalo groups - these are among the creative approaches adopted by many localities.
These efforts reflect a strong push to apply technology and advance digital transformation in communications for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026 - 2031 term.

Diversifying communication methods to suit local conditions
To ensure broad outreach, enhance public awareness and responsibility, and encourage active voter participation - so that Election Day truly becomes a nationwide festival - communication and voter outreach have been implemented seriously and in line with official orientations across the country.
Reports submitted by localities to the nationwide online conference on implementing election work show that provinces and cities have intensified communications through the press, local radio and television stations, web portals, official websites and grassroots loudspeaker systems. Visual communications have also been strengthened through posters, banners and slogans displayed at government offices, residential areas and polling stations.
Communication content focuses on provisions of the Law on Election, the rights and obligations of voters; criteria for National Assembly deputies and People’s Council members; the significance and importance of the election; as well as its timeline, milestones and procedural steps.
In areas with specific characteristics - such as urban centers, densely populated neighborhoods, industrial zones, mountainous regions, remote and isolated areas, and ethnic minority communities - local authorities have selected suitable communication formats. Some localities have increased outreach in ethnic minority languages and integrated election-related content into community gatherings, residential meetings, Party cell activities and mass organization events to ensure accessibility, clarity and active participation.
After the official list of candidates was announced, local authorities coordinated with the Vietnam Fatherland Front at the same level to organize voter meetings and campaign activities in accordance with the law, ensuring democracy, transparency and equality among candidates. The posting of candidate lists, summary biographies and action programs was carried out on schedule, enabling voters to study and make informed choices.
Strengthening digital-platform communications
Alongside traditional communication methods, the application of technology and digital transformation in election work has become a notable highlight in many localities.
For example, the Ho Chi Minh City Election Committee issued a detailed plan assigning responsibilities to lead and coordinating units in building the city’s Election Information Portal and developing software for aggregating and reporting on the progress of election organization.
The Department of Science and Technology and the Digital Transformation Center worked with representatives of the Central Post Office Department under the Ministry of Science and Technology to deploy data transmission lines supporting data entry, aggregation and reporting on election organization results across the city and at commune-level election committees. They also submitted a draft directive to the City Election Committee instructing relevant agencies and units to implement the Election Information Management Software System. Training workshops were organized for officials and civil servants directly responsible for managing, using and entering data into the system.
Meanwhile, the Da Nang City Election Committee built and launched an election information website; developed digital maps of electoral units; and introduced an integrated online standardized declaration tool for candidates. According to assessments, the application of technology and digital transformation has enhanced the effectiveness of information dissemination, professional election support tools, statistical reporting and election data management, contributing to the overall success of the election.
In Dong Nai Province, the Vietnam Fatherland Front Committee and socio-political organizations at all levels - from province to commune - have actively published short videos, infographics and articles on fanpages, websites and Zalo groups. Content includes the position and role of National Assembly deputies, introductions to the provincial election information portal, guidance for election committees on proper procedures, reports on consultative conferences to gather voter opinions at workplaces, and particularly articles warning against and preventing sabotage attempts targeting the election.
These materials have been widely disseminated in a coordinated manner from provincial to commune levels and in industrial parks. Digital-platform communications have achieved high levels of reach and engagement, with numerous views and shares, enabling information to spread rapidly throughout the community, especially through posts and videos on Facebook and YouTube.
