Proposal on establishment of centrally-run Bac Ninh city approved
Under Resolution No. 205/NQ-CP dated August 1, 2026, the Government assigned the Ministry of Home Affairs to coordinate with relevant ministries and agencies to fully incorporate comments from Government members into the submission, the proposal, and the draft National Assembly (NA) resolution on the establishment of the centrally-run city in accordance with regulations.

Delegates said the establishment of Dong Nai city will mark a fundamental shift in both the development and local governance models, positioning Dong Nai as a major urban centre that can share functions, strengthen linkages and promote complementary development with Ho Chi Minh City.
Dong Nai poised to become centrally-run city, creating new growth for Vietnam
If approved, Dong Nai will become Vietnam’s seventh centrally-run city, opening up a new development space for the Southeastern region and the country as a whole. The six existing centrally-run ciites are Hanoi, Hai Phong, Hue, Da Nang, Ho Chi Minh City and Can Tho.
