National Assembly Standing Committee reviews bill to cut red tape in agriculture, environment
The drafting agency proposed eliminating 38 administrative procedures and 40 business conditions, and simplifying another 13 procedures. The reforms are expected to slash total processing time by 904 days and trim an estimated 189.9 billion VND (7.3 million USD) in compliance costs.

Over 3,400 administrative procedures, business conditions cut or simplified
Since April, the Government has issued 11 resolutions abolishing 56 conditional business lines. Compared to the 2025 Law on Investment, the number of conditional business sectors has been reduced by more than 28%, from 198 to 142. The resolutions also revised regulations governing 14 conditional business and investment sectors.
Administrative procedures cut, simplified to be published online
The dispatch states that in implementing Conclusion No. 18-KL/TW dated April 2, 2026 of the 14th Party Central Committee on the 2026–2030 socio-economic development plan, national finance, public debt management and medium-term public investment, linked to the goal of achieving double-digit economic growth, the Government on April 29 issued 11 resolutions on cutting, decentralising and simplifying administrative procedures, business conditions, and conditional business lines. The Prime Minister subsequently directed ministries, agencies and localities to implement these resolutions.
