Speaking at a conference to announce Resolution No. 1191/NQ-UBTVQH of the NA Standing Committee on the reorganisation of district- and commune-level administrative units in the northern province for the 2023–2025 period, Man said that in recent times, the NA Standing Committee has completed the work for 51 provinces and cities with units subject to restructuring in the 2023-2025 period, including 37 district-level administrative units and 1,178 commune-level administrative units.
The rearrangement of administrative units is a challenging and complex task that has a significant impact on the organisation and operations of agencies and organisations within the political system, as well as on officials, public employees, workers, and the general population.
He hailed Bac Giang’s efforts to reorganise 40 commune-level administrative units to form 19 new ones in the 2019-2021 period, and successfully implement the rearrangement and merger of hamlets and residential areas in the 2021-2022 period.
In the coming time, the top legislator urged local Party committees, authorities, the provincial Vietnam Fatherland Front Committee, and mass organisations to strengthen unity, make further efforts, and increase their determination to focus on effectively carrying out key tasks.
The most important thing in the reorganisation of administrative units is that the local economy and society can develop further, businesses are better served, and the material and spiritual life of the people improves; traditional cultural values are preserved, passed on, and promoted more effectively, Man emphasised.
He highlighted the importance of stepping up the information and communication work regarding the NA Standing Committee’s Resolution, especially the regulations and guidelines on state policies for the reorganisation of district- and commune-level administrative units, so that every official, party member, and citizen can understand clearly, correctly, and agree on it, and actively implement it.
It is also important to promptly grasp the thoughts and aspirations of officials, party members, public employees, and workers, especially those affected by this work, to have appropriate solutions and provide necessary support for them, he added.
On this occasion, the top legislator praised the provincial People's Council for issuing two Resolutions regarding policies to support abundant commune-level officials and public employees due to the reorganisation of commune-level administrative units in the 2019-2021 and 2023-2025 periods.
According to Resolution No. 1191, Bac Giang will reorganise four district-level administrative units (merging the administrative boundaries of Yen Dung district into Bac Giang city; reorganising and adjusting the administrative boundaries of Luc Ngan and Son Dong districts to form Chu township, Luc Ngan district, and Son Dong district); while establishing 13 wards in Bac Giang city, five wards in Chu township; and establishing Phi Dien and Bien Dong towns in Luc Ngan district. The resolution will take effect from January 1, 2025.
From the effective date of the resolution, the province will have 10 district-level administrative units, including seven districts, two townships, and one city; and 192 commune-level administrative units, including 143 communes, 35 wards, and 14 towns./.
