Before the voting, Chairman of the NA’s Finance and Budget Committee Le Quang Manh presented the NA Standing Committee’s report giving further explanations on the draft and the revision of the draft based on received feedback and recommendations.
After the latest adjustment, the draft revised law has 10 chapters and 96 articles, down three articles compared to the draft submitted to the legislature at the beginning of the fifth plenum.
The law creates a complete, concerted and uniform legal framework on bidding, procurement and use of state capital.
It also supplements many regulations to solve difficulties and problems arising in reality, adapt to practical requirements, enhance the efficiency of contractor selection, and improve the effectiveness of the implementation of bidding-related provisions.
The law will become effective from January 1, 2024./.
